Hongkong Mandatory Inplementation of the Building Energy Efficiency Ordinance

The "Building Energy Efficiency Regulation (draft)" was passed by the Hong Kong Legislative Council and legislated as "Building Energy Efficiency Ordinance" in 2010. The two regulations under the Ordinance, named as "Building Energy Efficiency (Fees) Regulation" and "Building Energy Efficiency (Energy Efficiency Assessment Registration) Regulation," were also passed, in mid-March 2011, by the Hong Kong Legislative Council. The Ordinance and subsidiary regulations have began the mandatory implementation respectively on February 21, 2011 and March 21, 2011.
Ordinance is to require that buildings meet the minimum energy efficiency standards in designing of four key types of fixed facilities, i.e., lighting, air conditioners, and electrical equipment, and elevator and escalator system. Commercial buildings must also pass energy audits. And the subsidiary regulations under the Ordinance provide rules for registration fees and assessment of energy efficiency registration of details.
