China to launch Pilot Trade Project for Market of Carbon Emission

China will innovate structural system in terms of launching pilot trade project for carbon emission and strengthen laws and regulations for environmental protection and energy efficiency, and against climate change.
At 2011 Guiyang Ecological and Civilization Meeting, Xie Zhenhua, deputy director of National Development and Reform Committee stated China is to launch pilot trade project and gradually establish trade market of carbon emission, so as to accelerate establishment of energy efficiency and environmental standard system and setting up regulation of pacemaker, and to build identification and certification system for low-carbon product strictly.
China will straighten out price of resource products, enhance implementation of differential and punitive electric price, intensify governmental intensives of encouraging high-efficient energy technique and product, improve tax policy for general utilization of resources, increase credit support from financial organizations to energy conservation and emission reduction project, set up “green” rating system for banks, and strive to develop service industry as well as emerging industry, and prevent high energy-consumption industries from developing too fast, said Xie.
According to introduction, China plans to construct 100 demonstrative bases for comprehensive use of resources, 50 demonstrative bases for urban mineral products and 5 convergent areas of remanufacturing industries during the 12th Five-year Plan to practice demonstrative projects of technique for controlling green house exhaust during operation process, demonstrative projects of technique for universal use and sealing of carbon, and projects for saving and alternating high emission products. Meanwhile, China will launch 10 major projects, create 100 demonstrative cities and towns, and support 1000 demonstrative enterprises of circular economy to transfer circular economy from trail project to demonstration and generalization.
It was learned that a circular economy industry for energy efficiency and environmental was progressing and developing in China during the 11th Five-year Plan for the cause of accomplishing energy conservation and emission reduction task and contributing to the employment of 2.8 million people and total value of over RMB1.6 trillion.
